12条移民与出入境便利政策将实施

公安部7月17日通报公安机关服务经济社会发展、服务群众、服务企业60项措施，其中在全国范围内推广复制促进服务自贸区建设12条移民与出入境便利政策，将作为首批措施于8月1日起实施。

新政策主要涵盖四方面内容：

一是扩大外国人才申请永久居留对象范围，对外籍高层次人才、有博士学历或长期在国家重点发展区域工作的外籍华人、有重大突出贡献以及国家特别需要的外国人才、符合工资性年收入标准和纳税标准的长期在华工作的外国人，提供申请办理在华永久居留便利；

二是放宽签发长期签证和居留许可的对象范围，包括来华经商、工作、研学的外国人；

三是拓宽外国人才引进对象范围；

四是提高外国人服务管理水平。

There will be 12 projects on immigration and entry-exit facilitation policy to be implemented soon.

On July 17, the Ministry of Public Security informed the public security organs of 60 measures to serve economic and social development, the masses and enterprises.

Among them, 12 policies on immigration and entry-exit facilitation to promote the construction of free trade zones serving the whole country will be implemented as the first measures on August 1.

The new policy mainly covers four aspects:

First, we should expand the scope of permanent residence applicants for foreign talents, foreign high-level talents with doctoral degrees or long-term work in key development areas of the country, foreign talents with significant outstanding contributions and special needs of the country, foreign countries that meet the annual wage income standards and tax standards for long-term work in China. Persons provide convenience to apply for permanent residence in China.

The second is to relax the scope of objects for issuing long-term visas and residence permits, including foreigners who come to China for business, work and research.

Third, broaden the scope of foreign talent introduction;

Fourth, improve the service management level of foreigners.
