The seventh national census


China plans to conduct its seventh national census in 2020, the State Council announced Friday. The census, to begin on Nov 1, 2020, will survey the amount, structure and distribution of the population, as well as rural and urban housing situation, according to a notice issued by the State Council.
 

The national census refers to a one-time survey and registration of the national population in every household and every person in accordance with unified methods, unified items, unified survey forms and unified standard time points within a unified time period stipulated by the state.

The objects of census shall be natural persons who are within the territory of the People's Republic of China at the standard time of the census and Chinese citizens who are outside the territory of the People's Republic of China but have not settled there, excluding persons outside the territory of the People's Republic of China who are staying for a short time.

The census includes names, citizenship Numbers, sex, age, ethnicity, education, trade, occupation, migration, marriage, childbirth, death, housing and so on.


The circular made it clear that a mechanism for tracing the quality and accountability of census data should be established and improved, and statistical agencies of the people's governments at all levels should strengthen the investigation and punishment of violations of discipline and law in the census work and publicize and expose them, resolutely put an end to man-made interference in the census work, and ensure the smooth progress of the census work and the authenticity and accuracy of census data.


To strengthen the protection of citizens' personal information through the whole process, census agencies at all levels and their staff must strictly fulfill the obligation of confidentiality, and it is strictly prohibited to disclose or sell citizens' personal information to any institution, unit or individual.
