【General Survey】
Guangzhou, also known as Canton, is the capital of Guangdong Province and its political, economic, scientific, educational and cultural center. It is a national-level core city and the political, economic, cultural center and transportation hub in South China. Located in the south of Guangdong and at the core area of the Pearl River Delta region, Guangdong is adjacent to the South China Sea and neighbors Hong Kong and Macao. It is the South Gate of China and an aviation, sea port and railway hub with a total area of 7434.4 km².
 
Guangzhou’s economy maintained a rapid growth with a GDP output of RMB 1.95 trillion and a per capita GDP of USD 21,400 in 2016. It is the demonstration area of national indigenous innovation and a core pilot area of comprehensive innovation and reform. The number of high-tech companies has also increased to 4,700. Floor area of incubators for technology companies reaches 8 million m².
 
From 2016 to 2020, Guangzhou will provide support for 3,500 leading professionals, including 500 leading entrepreneurs (and their teams), 1,000 high caliber professionals and 2,000 most-in-demand professionals in key sectors such as commerce and trade, convention, finance and insurance, modern logistics, shipping and aviation, new generation information technology, biology and health, new materials, new energy, energy conservation and environmental protection, automobile, fine chemicals, heavy equipment, robots, and creative industry. Guangzhou hopes to attract talents from different industries to come and work in the city with these measures.
 
【Scientific Research Funding and Supporting】
-- Guangzhou provides support for leading innovation teams. In the next 5 years, Guangzhou will provide talents funding of RMB 3 million and project funding up to RMB 30 million for 50 high caliber innovation teams undertaking R&D projects on new products, new technologies and new techniques in advanced manufacturing, strategic new industries and producer services. The city also provides risk compensation through government procurement and use of products developed by these teams.
 
-- Guangzhou provides support for leading innovation professionals. In the next 5 years, Guangzhou will provide talents funding of RMB 1 million per person for 100 high caliber innovation professionals who have solid research backgrounds and R&D capabilities and take up important positions in application research and technology and product R&D in advanced manufacturing, strategic new industries and producer services.
 
-- Guangzhou provides support for leading entrepreneurs in the service industry. In the next 5 years, Guangzhou will provide talents funding of RMB 1 million per person for 50 high caliber professionals in the service industry who provide social and professional services for science and technology-based companies and made outstanding contributions to innovation cost reduction, innovation promotion and transformation of scientific achievements. Eligible institutions with these professionals will be given priority in being listed as competent service agencies qualified to issue scientific innovation coupon.
 
-- Special funding for the “121 Talent Teams Project”: For each reserve personnel at the 1st, 2nd and 3rd tiers, the municipal government will grant special funding of not more than RMB 400,000, 300,000 and 200,000 respectively.
 
-- Special funding for post-doctoral cultivation: For each post-doctoral researcher working for the program in Guangzhou, the municipal government will grant a start-up funding of RMB 150,000.
 
【Funding & Reward for Entrepreneurship】
-- Support for entrepreneurial teams. Guangzhou will provide talents funding up to RMB 3 million each for 50 high caliber entrepreneurial teams in advanced manufacturing, strategic emerging industries and producer services. Project funding up to RMB 30 million will also be provided for these teams in the form of equity funding and subsidy. Other supporting measures include workshop rental subsidy, discount loans and risk compensation through government procurement and use of products developed by these teams
 
-- Subsidy for industrial development and innovative professionals. Guangzhou will provide salary subsidy for no more than RMB 1.5 million each for 1000 high caliber professionals holding senior posts in management, R&D, production, financial management and sales, for 2,000 most-in-demand professionals with strong capability and technique, in accordance with their contribution to the city in the previous year.
 
-- Introduction of high caliber foreign experts. Guangzhou will implement a project of introducing 100 high caliber foreign experts by encouraging employers to invite Nobel Prize laureates, foreign academicians and renowned experts to conduct academic exchanges, technical guidance and cooperation in Guangzhou. A funding of up to RMB 200,000 will be provided.
 
【Preferential Policies】
-- Establishing a Talents Green Card system. For industrial leading professionals who are non-permanent residence of Guangzhou, they enjoy the same rights as the permanent residence in purchasing housing, vehicles and children’s education. Industrial leading professionals with foreign nationality enjoy convenience in entry, exit, stay and residence. Talents green card holders can apply for a 2 to 5 year long term residence permit. We will also give a full play to the R type visa (talent visa) and expand its scope of application. For industrial leading professionals who intend to settle in Guangzhou, the application for permanent residence status of them, their spouse and children will be facilitated in priority.
 
-- Encouraging professionals with foreign education backgrounds to work in Guangzhou. For eligible professionals with foreign education backgrounds, a settling-in allowance of RMB 100,000 will be provided after verification.
 
-- Special funding for post-doctoral cultivation. A phased settling-in allowance of RMB 200,000 will be provided for eligible post-doctors who work in municipal institutions within one year after going out of the post-doctoral program. An annual living subsidy of RMB 80,000 will be provided for each post-doctoral researchers working in the program in Guangzhou.
 
-- Funding for post-doctoral researchers working in enterprises to further education abroad. A maximum funding of RMB 100,000 each will be provided for a group of post-doctoral researchers to study abroad.
